In Switzerland, foreigners are naturalized at the local level. Until recently, there were some municipalities where the entire populationdecided about each individual casein a secret vote. These proceduresof direct democracy have led to re-strictive and discriminatory decisions. Administrative proceduresare in effect less restrictive. Possi-ble explanations are discussed: themobilizing potential of right-winggroups, the higher participationrate of people with xenophobictendencies in the voting, and thelack of social control in the secretvote.
